  BEIRUT: Prime Minister Najib Mikati has urged expats to vote in the upcoming parliamentary elections to ensure their voices are heard and they can achieve the changes they want. Mikati’s appeal came as he inaugurated the operations room for managing and monitoring parliamentary elections abroad. “It is a key moment during this round of elections,” he said. The parliamentary elections, which will be held on May 6 and 8 abroad, and on May 15 at home, are the first since the economic collapse began in late 2019.   WASHINGTON: A US Senate committee passed a bill on Thursday that could expose the Organization of the Petroleum Exporting Countries and partners to lawsuits for collusion on boosting crude oil prices. The  No Oil Producing or Exporting Cartels (NOPEC)  bill sponsored by senators, including Republican Chuck Grassley and Democrat Amy Klobuchar, passed 17-4 in the Senate Judiciary Committee. White House spokesperson Jen Psaki said the administration has concerns about the “potential implications and unintended consequences” of the legislation, particularly amid the Ukraine crisis. She said the White House is still studying the bill. Versions of the legislation have failed in Congress for more than two decades.   Italian energy giant Eni SpA is preparing to open ruble accounts at Gazprombank JSC, allowing it to potentially comply with Russian demands that gas must be paid for in local currency, according to people familiar with the matter. The move is precautionary as Eni seeks more guidance from the Italian government and European authorities on whether – and under what conditions – it may use the accounts to buy Russian gas, the people said.
